    The Opinions pointed out that to solve the long-term accumulation of structural overcapacity in the non-ferrous metals industry, market supply and demand imbalance and other deep-rooted conflicts and problems as the guide, optimize the stock, guide the increment, take the initiative to reduce the amount of resolving structural overcapacity, promote technological progress in the industry, expand the application of the consumer market, strengthen the international cooperation in production capacity, to create a good business environment, and to promote non-ferrous metals industry to adjust the structure, promote the transformation, and increase the benefits. To adhere to the market-led, government-guided, innovation-driven, classification and guidance principles, optimize the industrial structure of non-ferrous metal industry, to achieve a basic balance between supply and demand of key varieties, electrolytic aluminum production capacity utilization rate to remain at more than 80%, copper, aluminum and other varieties of mineral resources to significantly enhance the security capacity, the level of development and utilization of rare metal resources to further enhance the use of renewable non-ferrous metals to use the proportion of a steady increase in the focus on technology and equipment Make breakthroughs, non-ferrous metal materials consumption further increase, major international capacity cooperation projects to achieve substantial progress, non-ferrous metal industry development quality and efficiency significantly improved.

    The Opinion requires that new production capacity be strictly controlled, and new electrolytic aluminum (alteration and expansion) construction projects that are necessary should strictly implement the equal or reduced capacity replacement program. Increase the supervision and inspection efforts, illegal new production capacity of serious accountability. Comprehensive investigation to grasp the key varieties of non-ferrous metals, such as environmental protection, energy consumption, quality, safety, technology, etc., do not meet the laws and regulations, industrial policies and relevant standards of enterprises, to immediately rectify the deadline; did not meet the rectification requirements, to be in accordance with the law to shut down and exit. Encourage enterprises to adjust the development strategy, take the initiative to reduce the stock of production capacity, the implementation of equal or reduced mergers and reorganization, exit inefficient production capacity.

    The Opinion proposes to accelerate the transformation and upgrading of the non-ferrous metal industry, reduce costs and increase efficiency by promoting intelligent manufacturing, developing deep processing, strengthening upstream and downstream cooperation, perfecting relevant product standards, improving the reserve system, and actively promoting international cooperation. The Opinion also specifies a series of policy measures to support the non-ferrous metal industry to adjust the structure, promote transformation and increase efficiency, such as improving the electricity policy, improving the land policy, increasing financial and tax support, strengthening financial support, doing a good job in employee resettlement and playing the role of industry associations.
